Reform of the legal capacity system

Struggle always has meaning. And the struggle for a better society was the goal of Irakli Kemoklidze's life. 

On October 8, an unprecedented event occurred in the history of parliamentary and judicial systems in Georgia when Irakli Kemoklidze, a person with disability, filed a court application to protect his rights. As a result, on October 8, 2014, the Constitutional Court made a decision (No. 2/4/532014) declaring the existing legal regulations on legal capacity limitation for persons with mental and intellectual disabilities as unconstitutional.   

In 2013, thanks to an intense work of advocacy, the Parliament of Georgia ratified the Convention on the Rights of Persons with Disabilities (CRPD). Its article 12 states: "States Parties shall recognize that persons with disabilities enjoy legal capacity on an equal basis with others in all aspects of life" and that States shall ensure effective exercise of legal capacity. The ratification of the CRPD and the 2014 Constitutional decision were the first steps towards a radical reform of Georgian system of legal capacity, in which Irakli Kemoklidze played a significant role.

Irakli Kemoklidze was awarded with the Medal of Honor by the the President of Georgia

Irakli Kemoklidze, a civil activist, human rights defender, and member of our organization, was posthumously awarded the Medal of Honor by the President of Georgia for his exceptional contributions to the protection of the rights of people with disabilities and his unwavering civil stance. The medal was presented to his mother, Maya Asakashvili.

The members of "IKA” Association believe that society's attitude towards people with disabilities will change, the stigma of not being able to employ them will be broken. Together, we will create an inclusive society where everyone will have equal opportunities for education, employment, and independent living. Since 1997, we have been working to achieve the social inclusion and the social integration of people with disabilities, fighting hard for their rights and against social segregation. We are convinced that, as required by law, everyone should have the opportunity to develop their potential to improve personal well-being, social life and contribute to society. We want to help ensuring equal rights and equal opportunities for everyone!

What we achieved

Over the years our Association has accomplished many things both at the institutional and social level. We managed to amend 36 national laws for the social inclusion of people with disabilities, we successfully carried out 15 programs on this matter, and furthermore, we employed more than 50 people with disabilities in our organization and we offered professional training to more than 100 people.

"Ray" - Irakli's Wood Workshop

"Shqivi" is a wood workshop where ecologically clean wooden toys and souvenirs are made. 

Founded in 2016, our social enterprise is both an important component of our organization and a successful experiment in social integration. Here, young people with disabilities work under the supervision of our teachers, developing knowledge and fundamental skills that are useful for accessing the labor market. Our products are completely safe, clean and environmentally sustainable and available in our store.

Social Entreprise "Skhivi"

"Skhivi is a woodworking workshop and it is the main project run by our Association

Founded in 2016, our social enterprise is both an important component of our organization and a successful experiment in social integration. Here, young people with disabilities work under the supervision of our teachers, developing knowledge and fundamental skills that are useful for accessing the labor market. Our products are completely safe, clean and environmentally sustainable and available in our store.
